Jakarta: AI-manipulated TikTok videos showed toll-road businessman Jusuf Hamka and his daughter in detainee uniforms with bribery and corruption narratives that Hamka denies; a TikTok account holder was arrested in November 2025 and is on trial at the Central Jakarta District Court, where Hamka's side refused restorative justice on 29 September 2026

Indonesian businessman Mohamad Jusuf Hamka reported to Jakarta police on 18 October 2025 that videos circulating on TikTok showed him and his daughter as if wearing prosecutors' detainee uniforms, tied to narratives of corruption, bribery and gratification over the Cawang-Pluit toll concession, which he denies and his lawyers call false; his lawyers say the faces were composited into staged scenes with AI, and that other content called him a 'toll mafia' and posted a fabricated poster of him running for president in 2029. Polda Metro Jaya's cyber directorate arrested the holder of the TikTok accounts on 27 November 2025; Hamka and his lawyers say the defendant admitted to police that he made the content on others' instructions for Rp500,000 per item; tvOneNews and TVRI note this is Hamka's side's claim within the contested case, and Poskota reports it is being examined at trial. The case file was reported complete (P21) on 12 August 2026 and the trial opened at the Central Jakarta District Court on 15 September 2026 under the Electronic Information and Transactions Law (Article 35 jo 51(1), maximum 12 years) and alternative counts. Hamka told reporters the content disturbed him and could damage his reputation and that the campaign was systematic. At the 29 September 2026 hearing the judges asked about restorative justice; Hamka's lawyer said there was no room for it unless the defendant named who ordered and paid for the content. The defendant's lawyer said the content related to his work as secretary-general of an anti-corruption committee and that the indictment was unclear.

AI system as recorded: AI-manipulated ('deepfake') videos and edited photos compositing the faces of Jusuf Hamka and his daughter into scenes showing them in detainee uniforms, posted on TikTok (per his lawyers; tool not identified)

What Happened

The content. Hamka's lawyers told ANTARA (3 and 4 December 2025) that the false narratives were made with AI on TikTok in an organised, mass way, with identical uploads across accounts, and that the deepfake content showed Hamka and his daughter, as if in prosecutors' detainee clothing and accused of bribery and gratification over the Cawang-Pluit toll concession. VIVA (3 December 2025) quotes lawyer Mohammad Anwar: the maker used AI to manipulate the faces of Hamka and his daughter into staged scenes showing them in detainee uniforms, added false narratives of corruption, bribery and gratification, and spread the videos through two named TikTok accounts; the narratives were 'entirely untrue'. ANTARA's 4 December report quotes lawyer Sogi Bagaskara saying the maker edited photos of Hamka and his daughter to appear in prosecutors' detainee clothing over an alleged bribe for the Cawang-Pluit concession. At the 15 September 2026 hearing, lawyer Sogi Bagaskara listed the content as depicting Hamka and his child as prosecutors' detainees, a narrative of a more-than-Rp1-trillion bribe for the Cawang-Pluit concession, labels such as 'toll mafia', and a fabricated poster of Hamka as a 2029 presidential candidate meant to set him against the President (Poskota).

Police and prosecution. The report was registered on 18 October 2025; investigators raised the case to the investigation stage on 24 November and arrested the suspect on 27 November 2025 (VIVA; ANTARA). ANTARA reported Hamka's statement that the suspect had admitted the acts and said he did not act alone, and their suspicion, from initials the suspect gave, that others had ordered the content. Akurat (12 August 2026) reported the P21 declaration and the counts. The trial opened on 15 September 2026 (tvOneNews; Poskota).

Hamka's account of the harm. Hamka told reporters at court that the content disturbed him, that its narratives were untrue and could damage his reputation, that 'even the President was set against me', that a poster made it look as if he were running for president in 2029, and that this was 'systematic and organised' (tvOneNews, 15 September 2026). His lawyer said the spread caused psychological, reputational and moral harm (VIVA). Hamka said he wanted to know who ordered the content, alleging the defendant was paid Rp500,000 per item, and offered to settle only if the defendant named the orderer.

29 September hearing. The panel asked whether restorative justice was possible; Hamka's side said no unless the defendant stated in court who ordered and paid (tvOneNews; TVRI; Poskota). Hamka denied the corruption and faith-related narratives. The defendant's lawyer, Rustam Efendi, said the content related to his client's role as secretary-general of the Indonesian Anti-Corruption Committee (KAKI), that the indictment did not clearly set out the criminal act, and that his client would pursue the corruption reports he had made; tvOneNews notes that the Rp500,000 payment is Hamka's claim and part of the contested case.

Limits. The videos were not inspected; the description of the AI manipulation comes from Hamka's lawyers and the prosecution's case as reported. The defendant is not named here.

Reported harm

Jusuf Hamka says AI-manipulated videos depicting him and his daughter as detainees with corruption allegations he denies spread on TikTok, disturbed him and threatened his reputation; his lawyers describe psychological, reputational and moral harm (tvOneNews; VIVA; ANTARA).

Outcome

Ongoing

Police report STTLP/B/7474/X/2025/SPKT/Polda Metro Jaya, 18 October 2025 (VIVA; ANTARA). Investigation stage from 24 November 2025; arrest of the suspected maker and spreader by Unit 2 Subdit 2 of the Polda Metro Jaya cyber directorate on 27 November 2025 (VIVA; ANTARA; Akurat); the directorate's deputy director confirmed one arrest to VIVA without giving a date. File declared complete (P21) and suspect and evidence handed to Central Jakarta prosecutors, reported 12 August 2026 (Akurat). Indictment read at the Central Jakarta District Court on 15 September 2026 under Article 35 jo 51(1) of the ITE Law (maximum 12 years) (Poskota); the alternative counts under Article 32(1) jo 48(1) ITE and Articles 433(2) jo 441(1) of the 2023 Criminal Code are those Akurat reported at the P21 stage; the defence said it would file an exception (tvOneNews; Poskota). On 29 September 2026 Hamka's side declined restorative justice; the prosecution's response to the exception was next (tvOneNews; TVRI; Poskota). No verdict.

Solo and Semarang, Indonesia: a university student's face was composited with AI onto pornographic images and a video by her ex-boyfriend and posted online; the suspect was detained after a nearly seven-month investigation

A female student at a state university in Solo (Surakarta), Central Java, learned on 1 January 2026 from friends that her face had been composited onto pornographic images and a video, which her lawyer said were found on Instagram and Telegram. Her family reported the case to the Central Java regional police cyber directorate on 28 January 2026. Police issued a formal police report on 31 July, arrested her ex-boyfriend, a university student in Semarang, at his boarding house in Gunungpati on 4 August 2026, and detained him. The police spokesman said the suspect used AI to place the complainant's face on another woman's naked body so that she appeared in pornographic content, uploaded it to his X account, did not sell it, and acted out of resentment after an on-and-off relationship ended. He faces charges under Articles 51 and 35 of the Electronic Information and Transactions Law and an article printed by two outlets as 'Law No. 1 of 2026', with a maximum of 12 years' imprisonment. Her lawyer said she could not sleep, withdrew, felt shame and at one point lost hope, that his team had found seven women in total allegedly targeted of whom six had not reported, and that the suspect's parents asked for an out-of-court settlement; police said only one complainant was confirmed.

New York: the Manhattan District Attorney seized 12 websites selling AI-generated sexual deepfakes of about 1,200 real people

On 14 September 2026 Manhattan District Attorney Alvin Bragg announced the seizure of 12 domain names used to disseminate, publish and sell non-consensual AI-generated sexual 'deepfake' videos. His office said individuals under investigation had used AI image- and video-creation tools to turn photos and videos of approximately 1,200 real people, overwhelmingly women, into hyper-realistic sexual imagery without consent. The victims included actors, politicians, athletes, musicians, activists and social-media influencers. WIRED and outside researchers reported that many videos reposted content from the defunct MrDeepFakes platform and that dozens of politicians appeared on the sites; investigations into who ran them are ongoing.

Ahmedabad, Gujarat: a 27-year-old Delhi man was arrested for posting AI-morphed obscene images and videos of a young woman and her mother (more than 100 images found) on fake accounts in her name after she declined his friendship, while posing as the friend reporting the fake accounts for her

On 28 May 2026 the Ahmedabad Cyber Crime Branch announced the arrest in north-east Delhi of a 27-year-old man who posts religious discourse videos online. Police allege that after meeting a young Ahmedabad woman with a public social-media profile through religious conversations on Instagram and being refused friendship, he stalked her online from December 2025 to April 2026, created fake accounts in her name (three Instagram accounts and a YouTube channel at first; eight to ten across X, Facebook, Instagram and YouTube were found on his phone), downloaded photographs of her and her mother, used websites found by searching "AI remove clothes" to generate morphed obscene images and videos of the two women, and posted them with obscene captions to damage her reputation; investigators say more than 100 AI-morphed images of the complainant were found. Officers told ThePrint and ANI that she had confided in him about the accounts and that he told her to keep quiet and claimed to be reporting the accounts and getting hers reinstated. She complained to the Cyber Crime Police Station; an FIR was registered on 6 April 2026 under BNS Sections 78(2) and 356(2) and IT Act Sections 66(C) and 67, and the accused was traced through technical surveillance and arrested under the Branch's "Mission Cyber Rakshika" campaign. The complainant said she was mentally harassed and defamed; the DCP said the images also depicted her maternal aunt. Further investigation was under way; no charge sheet or court outcome was found.

Brooklyn: federal prosecutors unsealed complaints on 20 May 2026 charging two unconnected men, of New Jersey and Texas, under the TAKE IT DOWN Act with publishing AI deepfake pornography of about 90 women and about 50 identifiable women (actresses, singers, political figures and, in one case, non-public women) since May 2025; among the earliest federal prosecutions under the 2025 law

On 20 May 2026 the United States Attorney's Office for the Eastern District of New York unsealed two criminal complaints (docket numbers 26-MJ-96 and 26-MJ-97) charging Cornelius Shannon, 51, of Hasbrouck Heights, New Jersey, and Arturo Hernandez, 20, of Bedias, Texas, with violating the TAKE IT DOWN Act, the federal law enacted on 19 May 2025 that prohibits the non-consensual publication of intimate images including AI-generated digital forgeries. The two were arrested the same day in unconnected cases. Prosecutors allege that since 19 May 2025 Shannon published at least 360 albums of AI deepfake pornography on an adult image- and video-sharing platform depicting approximately 90 different women, viewed millions of times, and that Hernandez published approximately 113 albums on a website depicting approximately 50 identifiable women, including individuals who are not public figures, in which non-explicit images morph into sexually explicit deepfakes, viewed nearly a million times. The victims included actresses, singers and political figures; TIME and TechTimes report, citing the complaint, that Hernandez's victims also included recent high-school graduates. Each defendant faces up to two years' imprisonment if convicted; the charges are allegations.
