Taiwan prosecutors arrest man over deepfake audio imitating Taipei mayoral candidate Puma Shen admitting kickbacks; investigators confirmed it was a deepfake
A recording that imitated the voice of Puma Shen (Shen Po-yang), the Democratic Progressive Party's candidate for mayor of Taipei, appeared on Threads late on 29 October 2026 under a caption calling it a suspected private recording; in it the voice admitted taking kickbacks from US arms purchases. Taiwan's Investigation Bureau said its forensic check confirmed the audio as deepfake content, and Taoyuan prosecutors said a man had made the clip with a highly realistic imitation of Shen's voice and spread it on social media. Prosecutors arrested him on 30 October, seized his phone and sought his detention for spreading falsehoods by a deepfake-voice method to make a candidate lose, an offence under the election law that carries up to seven years in prison. The Taoyuan District Court released him on NT$100,000 bail with an eight-month travel ban, CNA reports. At the hearing he admitted spreading the clip but said he had downloaded it from Facebook, and the court found the file did not yet show a link to whoever originally made it, TVBS reports. Shen said his team had taken legal action against those who made and shared the clip. The man is not named here.

AI system as recorded: Deepfake voice synthesis that imitated the candidate's voice in an audio clip posted on Threads and Facebook, confirmed as deepfake by an Investigation Bureau forensic check; the tool is not named
What Happened
What happened. FTNN reports that the recording appeared on Threads late on 29 October 2026 under the caption "suspected private recording of Shen Po-yang leaked", imitating Shen's way of speaking with background noise added so that it sounded like a private conversation. In it the voice admitted taking kickbacks from US arms purchases; TVBS reports that it also claimed drug use. Taoyuan prosecutors said the clip was made with a highly realistic imitation of Shen's voice, labelled as a suspected private recording and spread on Threads (CNA).
How it was identified as deepfake. The Investigation Bureau's New Taipei office found the posts during online patrols on 30 October, traced the poster to Taoyuan and carried out a forensic check that confirmed the audio in the clip as deepfake content, TTV reports from the bureau's account. Prosecutors warned that generative AI and deepfake technology could be used to smear candidates before the year-end elections (ETtoday).
Arrest and bail. Prosecutors arrested the man in Zhongli on the afternoon of 30 October, seized his phone and sought his detention for spreading falsehoods by a deepfake-voice method to make a candidate lose. CNA reports that he admitted the offence at the hearing and that the court released him on NT$100,000 bail with an eight-month travel ban, finding a risk that he would flee. Accounts of his admission differ: FTNN reports investigators as saying he admitted recording the false clip with forgery technology, while TVBS reports that in court he admitted spreading it but said he had downloaded it at random from Facebook, and that the court found the evidence did not yet establish any link with the person who originally made it.
The candidate's response. Shen said that deepfake audio and video often appear in the middle of the night and are hard to stop at first, and that his team had taken legal action against those who made and shared the clip (ETtoday).
What is not known. The sources do not name the tool used, say who made the original file if it was not the poster, or say how many people heard it.
Reported harm
Investigators say a deepfake audio clip imitated Taipei mayoral candidate Puma Shen admitting to arms-purchase kickbacks and spread on social media; he took legal action against its makers and sharers.
How Harm Occurred
Synthesised audio imitating a mayoral candidate's voice had him admit to taking arms-purchase kickbacks and was spread on social media during the election campaign; investigators confirmed the audio as deepfake, and the candidate took legal action.
Outcome
OngoingTaoyuan prosecutors arrested the man who posted the clip on 30 October 2026, seized his phone and asked the court to detain him for spreading falsehoods by a deepfake-voice method intended to make a candidate lose, an offence carrying up to seven years. The Taoyuan District Court held a hearing that night and released him on NT$100,000 bail with an eight-month ban on leaving the country (CNA). Taipei prosecutors also opened a case (FTNN). The investigation into who made the original file continues.
What remains unknown
- Which tool produced the imitated voice, and how the Investigation Bureau's forensic check established that it was deepfake.
- Who made the original file: investigators say the poster admitted recording it, while in court he said he downloaded it from Facebook.
- How many people heard or shared the clip before it was removed.
What the evidence supports
AI involvement: supported. Taiwan's Investigation Bureau says its forensic check confirmed the audio in the clip as deepfake content (TTV), and Taoyuan prosecutors describe the clip as made with a highly realistic imitation of the candidate's voice and charged the poster with spreading falsehoods by a deepfake-voice method (CNA, TTV). The synthesised voice is what depicted the candidate admitting to kickbacks. The forensic method and the tool are not disclosed, and who made the original file is disputed.

Florida: judge suspended for sharing, as a 2024 candidate, a fabricated call of justices the judicial watchdog says was likely computer-manipulated or AI-made
While campaigning in 2024 for a Broward County court seat, Lauren Peffer, now a county judge, sought the endorsement of the South Florida Sun Sentinel editorial board. Asked to back her claim of an image crisis in Florida's judiciary, she cited a self-published book by a fired employee of the Ninth Judicial Circuit and supplied a recording purportedly of a phone call about the book between Chief Justice Carlos Muñiz, Justice Renatha Francis and the circuit's chief judge, Lisa Munyon. The Florida Judicial Qualifications Commission's notice of formal charges, filed in May 2025, said the recording was fabricated, likely using computer manipulation or generative AI, and that while the voices resembled those of the participants, the manner of speech, tone and much of the content were objectively unrealistic. The notice said she had shared it despite clear evidence of its inauthenticity and had perpetuated a false perception of illegal, unethical or immoral conduct by the justices, a chief judge and others in the judicial branch. Peffer apologised, said the content was created by a third party with whom she had no ties, and testified that she could not explain why she had thought it valid. According to Bloomberg Law, the Florida Supreme Court on 9 October 2026 suspended her for 30 days and fined her $10,000, saying her conduct undermined public confidence in the judiciary by implicating sitting justices; the two justices whose voices were faked recused. Who made the recording, and with what tool, is not reported.
Slovakia: audio of a party leader and a journalist discussing vote rigging, which a ministry unit said showed signs of AI, spread before the 2023 election
Two days before Slovakia's parliamentary election of 30 September 2023, during the pre-election moratorium, an audio file presented as a phone call between Progressive Slovakia leader Michal Šimečka and Denník N journalist Monika Tódová spread on Facebook, Telegram, TikTok and chain e-mails. In it, the two voices discuss rigging the election in the party's favour. The director of the Interior Ministry's Centre for Countering Hybrid Threats told AFP that the ministry's evaluation found several signs that the recording was created with AI synthetic-voice algorithms trained on real people's voices, and other analysts consulted by AFP said it was an AI-made fake. A former member of parliament shared it as authentic, calling Šimečka a traitor and fraudster. Šimečka called it fake. Tódová filed a criminal complaint for defamation; according to Denník N, police first dismissed it, a prosecutor ordered an investigation, and in 2024 an investigator suspended the case because no suspect could be identified.
Taipei prosecutors say an AI deepfake photo showed mayoral candidate Puma Shen with a nude woman and drug gear; a man who reshared it gets deferred prosecution
On the evening of 4 June 2026 an account on X posted a fabricated photo showing Puma Shen (沈伯洋), the Democratic Progressive Party's prospective candidate for Taipei mayor, beside a scantily dressed woman at a table with white powder and apparent drug paraphernalia, suggesting drug use and sex. According to the Taipei District Prosecutors Office decision reported by the Liberty Times and TaiSounds, the account used AI technology to synthesise the image, and it was then reposted by other accounts. On 7 June a 66-year-old man shared it on Facebook with a real photo of Shen and the comment 'does it look alike?'. Shen, who considered his reputation seriously damaged, filed a complaint with the Investigation Bureau's Taipei office, whose deepfake-detection software (Reality Defender) returned 'deepfake detected', and two further tools found the image synthetic. Prosecutors concluded that the man's reposting amounted to aggravated defamation; because he confessed, deleted the posts, published an apology and Shen agreed in writing, they deferred prosecution for two years on 12 October 2026 and ordered ten law-education sessions. The X account's IP address was traced to China and is under separate investigation. Shen is named as a public political figure and the complainant; the resharer is not named.
Baltimore County, Maryland: police say a high school's athletic director framed the principal as racist with an AI-cloned voice recording
Police in Baltimore County, Maryland, said in April 2024 that a high school principal had been framed as racist by a fake recording of his voice containing racist and antisemitic comments, which appeared in teachers' email inboxes and spread on social media. Court records cited by the Associated Press say an expert consulted by detectives found traces of AI-generated content with human editing; a second expert found spliced recordings and told AP he had not confirmed the clip was fully AI-generated. The principal went on leave while police guarded his house. The school's athletic director, investigated for using AI to make the recording in retaliation, entered an Alford plea, maintaining his innocence, and was sentenced in 2025 to four months for disturbing school operations, CBS Baltimore reports.
